LIST: Philippines’ top performing mayors – survey

MANILA, Philippines – As the 2025 midterm election is approaching, a survey shows the list of the top performing mayors of the Philippines.

In the list released by RP - Mission and Development Foundation Inc. on Friday, October 25, several names of mayors in different parts of the country are included in 'Top Performing City Mayors - Philippines'.

Eight mayors shared the top spot, they are Quezon City Mayor Joy Belmonte (90.58%), Malabon City Mayor Jeannie Sandoval (90.36%), Candon City Mayor Eric Singson (90.32%), Navotas City Mayor John Rey Tiangco (90.19%), Lapu-Lapu City Mayor Ahong Chan (90.15%), Talisay City, Cebu Mayor Samsam Gullas (90.07%), Parañaque City Mayor Eric Olivarez (89.88%) and Caloocan City Mayor Along Malapitan (89.63%).

Meanwhile, two split the second spot and it is Zamboanga City Mayor John Dalipe and Bacolod City Mayor Albee Benitez.

Five mayors also shared the third spot and this includes Iloilo City Mayor Jerry Treñas, Calamba City Mayor Ross Rizal, San Jose Del Monte City Mayor Art Robes, Maasin City Mayor Nikko Nacional and Ozamis City Mayor Indy Oaminal.

Also included in the list are well-known personalities including Ormoc City Mayor Lucy Torres-Gomez (4th spot), Baguio City Mayor Benjamin Magalong (4th spot) and Davao City Mayor Baste Duterte (7th spot).

RPMD's 'Boses ng Bayan' is an assessment program that evaluates the job performance of 148 city mayors in different parts of the country.

RPMD releases a quarterly survey, among its released lists are the top performing governors in the country, senatorial survey, performance ratings of politicians and others.
