Despite facing financial hardship, a graduate from the Cebu Institute of Technology-University persevered and achieved his goals by emerging as the top scorer in the April 2024 Registered Electrical Engineers Licensure Examination (REELE), boasting an impressive passing rate of 95.00%.
Engr. Raymond Omboy Geoman, son of a construction worker and a homemaker, never anticipated that he would emerge as the top examinee.

Hailing from Sitio Catambisan, Barangay Mantalongon, Dalaguete, Cebu, Engr. Geoman has always displayed a strong curiosity and a deep enthusiasm for learning. Completing his Junior High School education at Mantalongon National High School (MNHS) and graduating with Highest Honors from Dalaguete National High School (DNHS) in Senior High, he stood out as one of the top achievers among Dalaguete Municipal Scholars.
In an interview with a local radio station, Geoman said that he is very happy with what happened because he can now help his parents, and it seems that their sacrifices to support his education have paid off.
Raymond's story tells of their challenging life, with his father earning a modest income as a construction worker and his mother being a housewife. However, this didn't hinder him from fulfilling his dreams.
According to Raymond, he felt adequately prepared before the exam, but he didn't expect and was truly surprised to become the Top 1, considering he had many talented peers.
The Municipal Mayor Hon. Ronald Allan G. Cesante, along with the officials of the Municipal Government of Dalaguete, expressed their gratitude and extended heartfelt congratulations to him for his dedication, perseverance, diligence, and accomplishment.
According to the Professional Regulation Commission, a total of 4,436 out of 7,006 candidates passed the exams.
