MANILA, Philippines – The Philippine Charity Sweepstakes Office (PCSO) announces the complete STL result today, October 24, 2023 (Tuesday) – localized draws (select areas of Visayas) and use of national games draw results (select areas of Visayas and Mindanao). Refresh page to monitor winning numbers of STL Swer3 at 10:30AM, 3PM and 7PM and digit games 3D, 4D and 6D at 2PM, 5PM and 9PM.
The Small Town Lottery (STL) is a state-run and charity-based local lottery under the control and supervision of the PCSO.
PCSO holds localized draws covering Region 7 in Visayas. The departmentalized draw in Mindanao was ended on October 1, 2023 following the implementation of the use of national games draw results for STL.
To address concerns and recurring issues in the STL operations specifically in Visayas and Mindanao, the PCSO thru Board Resolution No. 0100 series of 2023, approved the use of national games draw results in the STL operations. Subsequently, a memorandum from the Office of the President (OP) was released on June 26, 2023.
With these changes, all STL Authorized Agent Corporations (STL-AAC) in VISMIN region are encouraged to abide to the new guidelines.
Meanwhile, local PCSO officials in Visayas limit the departmentalized draws and their operations starting evening draws on September 28. Only the Swer3 remains, excluding other STL products such as Pares and Swer2.
The localized draw in Central Visayas covers areas of Lapu-Lapu City, Mandaue City and Cebu City. Other STL-AACs under Visayas region now follow the new mandate of PCSO.
For Mindanao, STL operators are now using the national draw results of 3D, 4D and 6D.
Aside from Swertres (3D), 4D and 6D, the PCSO is also conducting daily draw for another digit game EZ2 (2D) and jackpot-bearing games such as Ultra Lotto 6/58, Grand Lotto 6/55, Super Lotto 6/49, Mega Lotto 6/45 and Lotto 6/42.

Visayas departmentalized draw procedures
Prior to the actual draw, pre-draw procedures are being conducted. This includes inspection and testing of draw machine, random selection and inspection of official draw balls, weighing and loading of draw balls to machines for STL draw.
For every draw, there are panel of judges supervising the procedures to ensure fair results.
The departmentalized STL draws are held three times daily at 10:30 am (morning draw), 3:00 pm (afternoon draw) and 7:00 pm (evening draw).

For Luzon, STL areas of operation includes Northern and Central Luzon Region (NCL), Southern Tagalog and Bicol Region (STBR) and National Capital Region (NCR).
