Marcos declares October 30, 2023 non-working holiday for barangay, SK elections

MANILA, Philippines – President Ferdinand “Bongbong” Marcos Jr. has declared October 30, 2023 (Monday), a special non-working holiday for the long-delayed Barangay and Sangguniang Kabataan elections (BSKE).

“I, Ferdinand R. Marcos Jr., president of the Philippines, by virtue of the powers vested in me by the law, do hereby declare Monday, October 30, 2023, as a special (non-working) day throughout the country, Proclamation No. 359 stated.

The proclamation was signed by Executive Secretary Lucas Bersamin on Monday, October 9, and was only released to the public on Wednesday, October 11.

“It is imperative that the people be given the full opportunity to participate in the said elections and exercise their right of suffrage,” the document added.

The Department of Labor and Employment has mandated that for work done during a special non-working holiday, the employee shall be paid an additional 30% of their daily rate on the first eight hours of work [(basic wage x 130%) + Cost of Living Allowance (COLA)]. For work done in excess of eight hours or overtime work, they shall be paid an additional 30% of his/her hourly rate on the said day.

Filipinos will elect new local officials of 42,027 barangays across 82 provinces nationwide.

The casting and counting of votes will be done manually.

The last time BSKE was held was in 2018.
