MANILA, Philippines – Some areas announced suspension of classes for Monday, September 4, 2023 due to continues bad weather brought by the enhanced southwest monsoon or habagat.

According to state weather bureau PAGASA in its 11 am bulletin on Sunday, September 3, the Southwest Monsoon currently enhanced by Typhoon Hanna will bring occasional to monsoon rains over the western portion of Luzon and Antique in the next three days.

The eye of the typhoon was last spotted at 220 km North Northeast of Itbayat, Batanes. It continues to intensify as it decelerates westward near the coast of southern Taiwan.

The tropical cyclone warning signal (TCWS) no. 1 is currently in effect over Batanes and Babuyan Islands. This means that strong winds with 39 to 61 km/h range is expected.

    The enhanced Southwest Monsoon will continue to bring gusty conditions over the following areas not under any Wind Signal, especially in coastal and upland/mountainous areas exposed to winds:

    Today (September 3): Babuyan Islands, Ilocos Region, Cordillera Administrative Region, Nueva Vizcaya, Zambales, Pampanga, Bataan, Aurora, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Western Visayas, and the northern portion of Eastern Visayas.

    Tomorrow (September 4): Batanes, Babuyan Islands, Ilocos Region, Abra, Benguet, Apayao, Nueva Vizcaya, Zambales, Pampanga, Bataan, Aurora, Bulacan, Metro Manila, CALABARZON, and most of Bicol Region, MIMAROPA, and Western Visayas.

    Tuesday (September 5): Batanes, Babuyan Islands, Ilocos Region, Zambales, Bataan, Cavite, the northern portion of Quezon, Lubang Island, Romblon, and Kalayaan Islands.

    AUTOMATIC CLASS SUSPENSIONS

    The Department of Education (DepEd) released the new guidelines on the cancellation and suspension of classes and work in schools during natural calamities.

    According to DepEd's Department Order No. 37, "In-person, online classes, and work from Kindergarten to Grade 12 and Alternative Learning System are automatically cancelled in schools situated in LGUs issued with Tropical Cyclone Wind Signals 1, 2, 3, 4, 5 by the PAGASA."

    During heavy rainfall, "In-person, online classes, and work from Kindergarten to Grade 12 and Alternative Learning System are automatically cancelled in schools situated in LGUs issued with Orange and Red Rainfall Warning by the PAGASA".

    During floods, "In-person, online classes, and work from Kindergarten to Grade 12 and Alternative Learning System are automatically cancelled in schools in specific areas issued with a Flood Warning by the PAGASA".

    The order also said that in all instances, "Local Chief Executives shall decide on the cancellation or suspension of classes" where there is bad weather but is not due to a typhoon, heavy rainfall alert, or flood warning from PAGASA.
