MANILA, Philippines – A total of 75,540 individuals are expected to take the Career Service Examination-Pen and Paper Test (CSE-PPT) in 77 testing centers on Sunday, March 13, 2022 the Civil Service Commission (CSC) announced Friday.
Region IV (Southern Tagalog) will have the highest number of examinees at 10,884, followed by 10,392 examinees from Region VI (Western Visayas), and 7,924 examinees from Region XI (Davao Region). The CSE-Professional test will be taken by 61,075 examinees or about 81% of the total number of examinees, while the rest will take the Subprofessional level.

Chairperson Karlo Nograles announced that the CSC has relaxed its rules considering the low number of COVID-19 cases nationwide.
“We have removed the face shield requirement, but wearing of face masks will still be required. We also urge everyone to take the necessary precautions. As the number of cases continue to fall and we resume the conduct of the civil service exams on a nationwide scale, this is not the time to be complacent because the virus is still here,” he said.
The CSC said that, for the conduct of the 13 March 2022 CSE-PPT, and as a general rule in the conduct of civil service examinations especially under Alert Level System 1, examiners/test administrators and examinees are no longer required to use face shields. Nevertheless, the use of face shields is strongly encouraged as an added protection against the still existing COVID-19 or Coronavirus Disease.
On the other hand, the wearing of face masks by both examiners/test administrators and examinees shall be strictly required and observed at all times, except in the following conditions: (i) during admission when examinees shall be asked by the admitting room examiner to temporarily remove their face masks to check, establish and ensure the identity of the examinee, with the examinee wearing back the face mask as soon as identity has been established; and (ii) when drinking/taking snacks which shall be done outside the testing room upon approval by the room examiner.
As customarily implemented, the upcoming exams will also strictly observe the “No ID, No Exam” policy. Examinees must present a valid ID card on examination day, preferably the same ID card presented during the filing of application. If the ID card is different from the one presented during filing of application, the examinee must present ANY of the following valid ID cards —Driver’s License/Temporary Driver’s License (LTO O.R. must be presented together with old Driver’s License; O.R. alone is not allowed)/Student Driver’s Permit; Passport; PRC License; SSS ID; GSIS ID (UMID); Voter’s ID/Voter’s Certification; BIR/Taxpayer’s ID (ATM type/TIN card type with picture); PhilHealth ID (must have the bearer’s name, clear picture, signature and PhilHealth number); Company/Office ID; School ID; Police Clearance/Police Clearance Certificate; Postal ID; Barangay ID; NBI Clearance; Seaman’s Book; HDMF Transaction ID; PWD ID; Solo Parent ID; or Senior Citizen’s ID. The PhilID Card issued by the Philippine Statistics Authority may also be accepted as valid ID card for the civil service exam.
The CSC also requires fully vaccinated examinees to present the original or a digital copy of their vaccination card/proof of full vaccination, such as the VaxCert; while unvaccinated or partially vaccinated examinees must present a negative RT-PCR, saliva, or antigen test result. Fully vaccinated individuals assigned in testing centers located in local government units requiring RT-PCR, saliva, or antigen testing must also present negative test results.
“The CSC has put in place, upon consultation with the IATF, these health and safety protocols to protect the examinees, as well as the proctors and examiners, against COVID-19. We appeal for everyone’s cooperation to ensure the safe and successful conduct of the upcoming exams,” Chairperson Nograles said.
REMINDERS
The CSC said that examinees must submit a Health Declaration Form pre-accomplished not earlier than one day or within 24 hours prior to exam day. The space for the temperature reading must be left blank as thermal scanning will be done at the main entrance of the school/testing venue on exam day.
Examinees who were not able to submit a Certificate of Consent during the prescribed period must also bring one on the day of the exam.
The CSC further stated that only black ball pens may be used in answering the test, and that examinees shall not be allowed to share or borrow ball pens as a health precaution.
Examinees may opt to bring alcohol or hand sanitizer that is not more than 100 mL in size, as well as snacks and water.
NOTICE OF SCHOOL ASSIGNMENT
Testing venues or school assignments of examinees for the March 2022 CSE-PPT for Professional and Subprofessional levels may be generated using the Online Notice of School Assignment or ONSA found in the CSC website at www.csc.gov.ph.
To use ONSA, examinees must accurately provide the required data in the corresponding fields, following the indicated format. Examinees may opt to print the generated Notice of School Assignment only for their personal reference and is not mandatory.
If examinees cannot access the ONSA or still do not know their school assignments, they are advised to inquire directly with their concerned CSC Regional/Field Offices.
The CSC also urged examinees to read and fully understand the “Examinee’s Guide in Taking CSE-PPT”, which can be accessed thru the ONSA to be familiarized with the whole examination process.
Examinees should be at the testing venue not later than 6:30 a.m., or as required by the CSC Regional/Field Office concerned.
If feasible, they are advised to visit or conduct an ocular inspection of their assigned school/testing venue at least one day before the exam to be familiar with the location, available means of public transport, and the amount of travel time needed considering the traffic situation.

TESTING CAPACITY
Chairperson Nograles is hopeful that more Filipinos will be able to take the civil service exams this year.
“If the restrictions remain relaxed in the following months, we shall work on achieving pre-pandemic testing capacity where close to 300,000 examinees are able to take the CSE-PPT in a given schedule,” he said.
He added that, as part of the shift to the “new normal”, the CSC continues to work on transitioning to online exam administration.
The COVID-19 pandemic hampered the administration of civil service examinations in 2020, but prior to the implementation of community restrictions, it was able to conduct the Foreign Service Officer Examination in February with 517 examinees, four (4) CSE Professional tests via Computerized Examination (COMEX) with 90 examinees, and two (2) CSE Subprofessional tests via COMEX with 44 examinees.
