MANILA, Philippines – The Department of Education (DepEd) assured that there will still be a salary increase for teachers in 2021 despite the setbacks brought by the COVID-19 pandemic.
DepEd Undersecretary Annalyn Sevilla confirmed on Monday during a press briefing that there is enough funding for the wage hike for teachers in 2021.
Sevilla said that an allocation of P475 billion has been set aside for the salary, allowances and other benefits of the department’s personnel and employees.

The salary increase is part of the Salary Standardization Law which grants salary increase to government employees, including teachers and nurses, starting January 1, 2020 until 2023.
“By next year meron naman pong salary increase. Ito ‘yung second tranche noong Salary Standardization Law,” said Sevilla.
“Meron pong kasiguraduhan sa ating mga guro na naka-employ ngayon,” she added.
Sevilla said they are confident the salary increase will push through considering the huge increase of their 2020 budget. She said the fund for personnel services for the year 2020 has increased by 13.54% from P418.4 billion to P475.09 billion in 2021.
She earlier said, “Right now, we were informed that about P4 billion will be given to DepEd and we will have to coordinate with the House of Representatives, the Senate and the Department of Budget and Management.”
Under the SSL’s second tranche 2021, Teacher II with a Grade 11 salary will expect to receive a salary increase of P1,561. From their first tranche salary 22,316, they will start receiving a salary of P23,877 for 2021.

Allowances, incentives
Earlier, DepEd brushed off the request of several teachers' groups to give internet allowance for their personnel's use while on blended learning. Instead, the education agency said that the P3,500 "chalk allowance" given to teachers at the start of a school year would just be considered a form of cash allowance to help them with the expenses incurred for blended learning.
Sevilla said, “The [allowance] shall cover the expenses of teachers for the purchase of teaching supplies and materials … for the implementation or conduct of various modes of learning delivery."
Also, teachers and personnel under enhanced community quarantine (ECQ) and modified ECQ areas who report to work are eligible to receive P500 daily hazard pay. Teachers are also set to receive P500 this September for their annual medical examination and a P1,000-incentive in October for World Teachers' Day.
