MANILA, Philippines – President Rodrigo Duterte on Friday, September 11, signed the Bayanihan to Recover As One or Bayanihan 2, a Php 165.5 billion worth of stimulus package to strengthen the government's response on coronavirus disease 2019 (COVID-19) impact.
The signing of the measure was confirmed by Duterte's former aide and Senator Christopher “Bong” Go.
The Senate ratified the consolidated version hammered out by a bicameral committee on August 20, while the House of Representatives approved it on August 24.
“Bayanihan 2 will allow the Duterte administration to keep its health initiatives on front and center of the national COVID-19 response, with funding for contact tracing, streamlined systems for registering viral testing kits and testing centers, and various forms of support for our medical workers spelled out in this sequel to Republic Act (RA) 11469 or the Bayanihan to Heal as One Act,” Finance Secretary Carlos Dominguez III said.
The Bayanihan 2 bill provides a PHP140-billion aid package for industries hit by the pandemic and a PHP25.52-billion standby fund that the government may spend in the next four months before the 2021 budget takes effect.
Bayanihan 2 also provides allowances to students in both private and public elementary schools, high schools, and colleges whose families were affected by the lockdowns.
Families from the informal sector whose livelihood was affected by the COVID-19 pandemic will be getting assistance from the new law under “special amelioration program” (SAP) specifically for those in enhanced community quarantine (ECQ) areas.
Under Bayanihan 1, the national government provided SAP in two tranches. Distribution of the second tranche is still ongoing in several regions of the country.
