MANILA, Philippines – President Rodrigo Duterte will address the nation on Thursday night, May 28, to decide on community quarantine imposed in Metro Manila and several high-risk areas amid the COVID-19 pandemic.
"PRRD will announce tonight," presidential spokesperson Harry Roque said without confirmation whether the NCR will be placed under general community quarantine (GCQ).

Interior Secretary Eduardo Año said on Thursday, May 28, that the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases recommended for GCQ shift of the central region from June 1 to 15.

"Maybe by June 15, there will be new declarations, but now this is what we have decided," Año said.
On Tuesday, Metro Manila Development Authority (MMDA) General Manager Jojo Garcia said all 17 mayors of NCR agreed to ease restrictions in consideration of the economy.
“Nakikita ng mayors natin na kailangan nang tumakbo ng ekonomiya natin. Kailangan natin buksan ang ekonomiya kasi mas maraming mamamatay sa gutom eh,” Garcia said.
If GCQ proposal in Metro Manila will be approved by Duterte, mass transportation will still be limited as they want the jeepneys not to operate and buses are recommended to operate at 50% capacity only.
Enhanced community quarantine (ECQ), the most stringent quarantine, is currently imposed in Cebu and Mandaue cities.
Aside from Metro Manila, Laguna, Bataan, Nueva Ecija, Pampanga, Zambales, and Angeles City have been placed under modified ECQ.
The rest of the areas in the country are currently under GCQ.
As of Thursday, the Philippines has reported 539 new cases bringing the total COVID-19 cases to 15,588. This includes 3,598 recoveries and 921 fatalities.

The President announces new quarantine measures to take place after May 31, 2020 as the country braces for the new normal.
