MANILA, Philippines – Senator Lito Lapid is seeking to exempt graduates from impoverished families in paying professional licensure exam fees.
Lapid filed Senate Bill No. 276 or the "Free Professional Examinations Act," which seeks to waive the fees of licensure exams for graduates with no visible income or support or those whose earning is insufficient for their family's basic needs, as determined by the Department of Social Welfare and Development (DSWD).
The senator stated that fees often hinder graduates from poor families to take board exams. If passed into law, the exemption will definitely help these graduates reduce additional mental and financial stress.
Lapid stated, "Maaring ito ay maliit na halaga lamang para sa iba, ngunit sa mga estudyanteng galing sa mahihirap na pamilya na nakatapos ng pag-aaral sa pamamagitan ng scholarships o di kaya naman ay nagtapos sa ating mga State Universities and Colleges kung saan libre na ang edukasyon, ito ay napakalaking bagay na."
In the bill, Lapid mentioned licensure exam to be included are those conducted by the Professional Regulations Commission, eligibility exams by the Civil Service Commission and the bar exams by the Supreme Court.
This isn't the first time Lapid has offered government grant of free services to the poor. Lapid authored the "Free Legal Assistance Act of 2010" which aims to ensure that the poor may be afforded free quality legal service.
The senator also authored several laws including the Meat Labeling Act of 2011, Comprehensive Unilateral Hearing Loss Research and Development and Rehabilitation Act, Urban Agriculture and Vertical Farming Act, Corporate Social Responsibility Act, Kindergarten Education Act, and the Adopt-A-Wildlife Species Act, among others.
