MANILA, Philippines – The Alliance of Concerned Teachers- NCR Union announced that their 2019 Collective Negotiation Agreement (NCA) with the Department of Education NCR had been approved.
The official signing of the CNA was held on Tuesday, February 12, with DepEd NCR OIC-Regional Director Wilfredo Cabral and Joselyn Martinez of ACT NCR Union.
The 2019 NCA was based on 5 key principles and contains 23 articles. One of the highlights of the agreement was the formal recognition of ACT NCR union as the "sole and exclusive bargaining agent" of over 70,000 teachers all over NCR in terms of protecting their rights and welfare.
The ACT NCR Union slams the other group who allegedly tried to represent the teachers but only had the intention of conniving with other government agencies such as the DepEd.
The teachers group also looked back at the success of their 2015 CNA that provided teachers with free faculty locker, water dispenser and supply, bulletin boards, first aid kits/training, gender awareness, leave privileges, retirement program, union representations and union meetings with service credits.
For this 2019 CNA, the ACT NCR Union was able to secure the following for their union members:
1. Fringe benefits amounting to P21,000
2. CNA Incentive of maximum of P25,000
3. Athletic allowance worth P1,000 per employee
4. Health benefits
5. Compensation for overtime and overload
6. Leave Benefits
7. Committee Representation
Representation of the Union to the following:
8. Transparent Promotion
9. Union/Time Privilege
10. Conducive Facilities
11. Working Conditions for senior citizens teachers
12. Retirees benefits
13. Protection of teachers against sexual harassment
The ACT NCR Union urged their members to keep watch on the implementation of the said agreements. They said, “Subalit ang mga ito ay mananatiling nakasulat sa papel. Nangangailangan ito ng mahigpit ninyong pakikiisa. Kailangan natin itong bantayan. Kailangan pa rin itong ipaglaban.”
They also encouraged other members to help keep their numbers growing. The group said, “Kaya ano ang dapat gawin: MAGPARAMI TAYO BILANG ACT UNION MEMBER. Patuloy tayong mag-aral sa isyu ng guro at makisangkot.”

- Adequate Mental Health program
5. Compensation for overtime and overload
