Roxas receives full Mamasapano Report, says Purisima accountable for #SAF44

MANILA, Philippines - The Department of Interior and Local Government (DILG) Secretary Mar Roxas officially received today, March 13, 2015 the signed copy of the report of the Board of Inquiry (BOI) on the Mamasapano Incident from Philippine National Police Officer-in-Charge (PNP OIC) Deputy Director General Leonardo Espina.

During the turnover, Roxas said that the official copy was signed by members of the BOI led by Chairman Director Benjamin Magalong.

Roxas was able to skim through an unsigned copy of the report last night after Magalong turned it over yesterday to Espina, who subsequently gave Roxas a copy.

He said that the report was able to answer the core question that served as the primary rationale for the creation of the BOI.

“Nagpapasalamat ako sa BOI sa kanilang trabahong isinagawa rito,” Roxas said, as acknowledgement of the fact-finding body after working on the report for more than a month using more than 300 sworn statements from pertinent sources.

“Ginawa natin ito hindi para magturo o mambintang. Ginawa natin ito dahil 44 na SAF ang namatay,” he stressed.

Roxas said that he will immediately submit a copy of the report to Executive Secretary Paquito Ochoa in Malacanang for the President, to Senate President Franklin Drilon, House Speaker Feliciano Belmonte, Justice Secretary Leila de Lima, and Ombudsman Conchita Carpio-Morales for appropriate action.

Roxas categorically stated that resigned Philippine National Police (PNP) Chief Dir. Gen. Alan Purisima is accountable for the death of the “SAF 44.”

He said “matapos kong mabasa ang formal report ay confirmed sa aking pag-iisip na ang may pangunahing pananagutan dito sa pagkamatay ng 44 ay walang iba kundi ang suspendidong Dir. Gen. Alan Purisima.”

Roxas said based on the BOI report, it is clear that Purisima led from the start Operation Exodus, launched to neutralize two high-value targets: Zhulkifli bin Hir alias “Marwan” and Basit Usman.

He said when Purisima was suspended by the Office of the Ombudsman, he should have relinquished the command over the operation to PNP Officer-in-charge Deputy Dir. Gen. Leonardo Espina. “Hindi lang na hindi niya ipinasa, sinabihan pa niya si (former Special Action Force Chief Getulio) Napenas na ilihim ito, itago ito, huwag ito sabihin kay OIC Espina at sa akin,” Roxas lamented.

The DILG Chief also pointed out that Purisima failed to follow President Aquino’s orders to coordinate the operation with the Armed Forces of the Philippines (AFP), which would have allowed the AFP to respond on time.

“Hindi nakakilos in a timely manner ang AFP because they didn’t know, at yung inaasahang responde, ‘resbak’ ay hindi nakarating hanggang naubos na ang 55th SAF sa kanilang kinalalagyan,” Roxas said.

He however said that the PNoy had no accountability regarding the Mamasapano incident.

He said the President twice ordered Purisima to coordinate the operation with the AFP, and when he was already suspended, to turn over the chain of command to Espina but the President’s orders were not followed.
